The Localizing Agenda 21 Programme (LA21) of UN-HABITAT aims to help local authorities in secondary towns to achieve more sustainable development by implementing an environmental planning and management process to identify and address priority issues.

Based on the Protocol signed on January 28, 2009 between IAARA president, Reza Pourvaziry, and Rafsanjan Mayor, Ali Akbar Pourmohammadi, IAARA is to coordinate and implement the local agenda 21 programme for the city of Rafsanjan.
